IT HAPPENED IN SPRINGFIELD HISTORY

Latham

 After 42 years in the postal service, Springfield postmaster Jack Latham retired in 1976. He began his career in 1934 as a postal clerk and carrier in Springfield under Carl Olderog and Frank Sullivan. He recalled that the winter of 1936 to be one of the roughest on the mail carriers. It was longer, colder, and many roads were blocked. Snowdrifts made it impossible for the mail trucks to deliver the mail from Omaha. Latham made a five mile daily trip to Meadow to pick up the Springfield area mail which was delivered by train. Latham was nominated to the position of Postmaster by President Harry Truman in 1949.  One of the highlights of Latham’s career was the construction of the new post office building at 160 No. 2nd St. (the current post office) in 1967. Jack Latham was married to wife, Ruth (Judy) and had two sons, Dick and Greg, and one daughter, Jean. Jack and Judy traveled extensively during their retirement years but always happily returned to their hometown of Springfield.

In Nebraska, the age of majority is 19 years of age.  Anyone under the age of 19 who wishes to receive a COVID-19 vaccine must be accompanied by a parent or legal guardian at the time of the vaccination appointment.

Information about Pfizer vaccine eligibility:

  • Must be at least 12 years of age at the time of the vaccination appointment because of the emergency use authorization age requirement of the Pfizer vaccine. 

Information about Moderna and Johnson & Johnson vaccine eligibility:

  • Must be at least 18 years of age at the time of the vaccination appointment because of the emergency use authorization age requirement of the Moderna and Johnson & Johnson vaccines.

When can I get the vaccine?

We are currently vaccinating residents aged 12 and older. Anyone, regardless of age, interested in receiving the vaccine should register for eligibility notifications at vaccinate.ne.gov.

The 2021 Legislative session is about over, and I want to describe a few more bills of interest.

Casino Gaming – LB 561 implements the rules for casino gaming passed by voters in 2020.  The State Racing and Gaming Commission will be the regulator.  The legal age for gaming is 21, and the age for horse racing wagers increases from 19 to 21.  Wagers on sporting events may be placed at racetracks, but no betting is allowed on high school sports, youth sports, or Nebraska college teams when they are playing in Nebraska.  It allows casinos to offer keno games under the same rules as at other keno locations.  It prohibits the use of credit cards to place bets.  The penalty for manipulating a game of chance is $1,000 and one year in jail.  LB 561 advanced to the final round with a 39-3 vote.

Tax Policy - LB 432 reduces the top corporate income tax rate over the next four years from 7.81 to 6.84 percent.  This will match the rate used for S-Corporations, LLC’s, and individuals.  We will still be above the rate of most neighboring states.  LB 432 also creates a $2,000 one-time income tax credit for the parent of a child that is stillborn after the 20th week of gestation.  This makes up for the loss of the child tax credit and helps with funeral and medical bills.

Social Security - LB 64 begins phasing out the income tax on Social Security benefits starting in 2021.  The reduction is 5% in 2021, 20% in 2022, and increasing 10% yearly to 100% in 2030.  This will help us be competitive with many other states that do not tax Social Security income and keep retirees in Nebraska.

Gun bill – LB 236 would have allowed counties to authorize permitless concealed carry within the county for those legally able to possess a firearm.  An Attorney General opinion determined that the bill may be unconstitutional as written.  The county option was removed, and three other provisions were added.    LB 236 now provides concealed handgun permit holders with a renewal reminder before expiration, and adds a 30-day grace period to renew the permit after it expires.  It also clarifies what is considered a concealed weapon, after a Nebraska court case created uncertainty.  A firearm carried out of a store in original packaging will not be considered a concealed weapon.

M.U.D. & OPPD customers can apply for

new state rental and utility assistance program

 Renters and landlords who are struggling financially because of COVID-19 can now apply for assistance with rent and utilities under the state’s new Emergency Rental Assistance Program. The program, which recently launched, is funded through the U.S. Treasury as part of a federal coronavirus relief package.

Omaha Public Power District and Metropolitan Utilities District want to encourage customers who qualify for the program to apply. Customers within Douglas County, the City of Omaha, Lancaster County, and the City of Lincoln do not qualify for the state’s program because those areas are receiving federal funds directly. They will operate rental and utility assistance programs separately from the State. 

 To learn more about the state’s program, customers should visit coronavirus.nebraska.gov. They can also call 1-833-500-8810 to reach the state’s contact center for more information, including eligibility guidelines, documentation requirements, and additional utility assistance programs.

 Highway One

Demolition of the old railroad bridge on Highway 1 in Murray started March 1st.  One lane traffic is being electronically controlled, so please be patient at the lights when waiting, then driving through. Work is expected to continue through the summer months, so plan your travel accordingly. Be careful, watch for workers and machinery and make safety the priority.
